Position Objectives:
Under administrative direction of the Stark County Board of County Commissioners, provides overall vision, strategic planning, direction and management of the Road Department. Responsible for project design and construction, traffic engineering, development and execution of County Road policy and programs. Coordinates the activities of department staff involved in construction, maintenance, repair, and cleaning of roads, bridges, access ways, and drainage structures including the maintenance and repair of equipment and facilities.
Duties and Responsibilities:
- Directs the overall management and operations of staffing and County shops (equipment, buildings, and grounds).
- Administers the design, construction and maintenance of the County’s entire road and bridge system.
- Manages highway plan development and design and directs necessary work to include maintaining, repairing, and constructing county roads; installing culverts; maintaining culverts and bridges; and overseeing gravel crushing operations.
- Works directly with external consulting engineers in the development of plans, specifications and details of construction projects, as well as other engineering functions.
- Inspects roads, sign placement and repair, and bridges and culverts for maintenance and repairs; follows through with problem solving as needed after inspections.
- Prepares and administers permits, easements and agreements as needed.
- Supervises and directs staff; Hire, train, schedule and monitor workloads, enforce safety regulations, and evaluate performance. Handles employee relations issues including performance discussions and disciplinary action. Enforces company policies.
- Manages financial aspects of the department including purchasing, budgeting, budget review, and long-range planning. Reviews and approves invoices.
- Establishes department priorities through short and long-term planning and development and administer budget in association with goals and objectives.
- Maintains work records; prepares various activity reports.
- Manages the purchase of parts, supplies and equipment.
- Develops plans and specifications for the purchase of heavy equipment.
- Coordinates departmental activities and projects with other governmental entities including local, state, and federal agencies.
- Coordinates work to be done at County Parks with Park Board/Director.
- Manages snow and ice removal operations; determines work schedules, equipment needs and plow routes.
- Responds to public inquiries, complaints and concerns in a tactful, timely, and effective manner.
- Serves as the primary contact for the County and County Commission on road, bridge, and transportation matters.
- Provides a monthly report to the County Board and participates in project updates from Engineers. Makes recommendations to the Board regarding road issues or concerns.
- Performs related work as required.
Minimum Requirements:
- Knowledge of principles and practices of administrative management.
- Knowledge of the principles and practices of road construction, maintenance and repair.
- Knowledge of state and federal laws governing road construction, maintenance and repair.
- Knowledge of OSHA rules and regulations.
- Knowledge of the principles and practices of effective employee supervision.
- Knowledge of the road system and political boundaries of the County.
- Ability to read, understand and apply regulations, codes, policies, procedures and other operational guidelines and directives.
- Ability to read and interpret plans, technical manuals and related sources.
- Ability to develop operating procedures and control methods.
- Ability to prepare various reports.
- Ability to assess and prioritize multiple projects and/or demands.
- Ability to assess, analyze, identify and implement solutions to complex problems.
- Ability to establish and maintain effective working relationships with County staff, County Commissioners, other public officials, contractors and the general public.
- Ability to communicate effectively, both orally and in writing.
- Ability to operate various road construction equipment.
- Ability to operate a personal computer and various software applications.
Desirable Training and Experience:
- High school diploma or equivalent and two years post high school education in drafting, engineering, construction management or closely related field.
- Five to seven years of related experience, including two years of supervisory experience, in road construction operations and/or an equivalent combination of education and experience.
- Possession of a valid State of North Dakota driver’s license.

Working conditions/Physical and Mental Demands:
- Physical environment consists of frequent fieldwork. May be required to perform a full range of motion with lifting and/or carrying materials, equipment and items weighing up to 50 pounds. Exposure to extreme weather conditions. Exposure to moving vehicles and equipment. Potential exposure to infectious diseases and hazardous chemicals. Potential exposure to electrical shock. May be subject to a high noise level work environment.
